STRASBOURG — The European Parliament on Thursday sent a highly controversial child abuse scanning bill back to EU member governments for approval in a tense vote. Lawmakers voted to send the bill back to the Council of the EU with changes that would ensure scanning does not take place on end-to-end encrypted services.
