After years of voting against domestic surveillance capabilities, President Donald Trump’s choice for director of national intelligence now says she supports the continuation of those programs.

The confirmation battles over Tulsi Gabbard and Robert F. Kennedy Jr. will be a test of how much Trump has changed the Republican Party.
