Andy Barr (23 September 1913 – 30 March 2003) was an Irish communist and trade unionist.

Barr was national president (Great Britain and Ireland) of the NUSMW (1964–5), the first Irish person to hold the office. His leftist initiatives encountered stiff resistance from catholic actionists among the union’s English membership.

Andy Barr was on the Executive of the ITUC-NIC from 1954 to 1956. He played a prominent role in uniting the two bodies into the Irish Congress of Trade Unions, along with such people as Harold Binks, Billy Blease, Jack Magown, Billy Leeburn, and John McAteer.

Having been a member of the Northern Ireland Committee of the ITUC from 1954, Andy Barr played a prominent role in bringing together the two bodies in 1959 as the Irish Congress of Trade Unions. In 1974 he was elected president of the ICTU for the first time.
